The
present description is intended for study TLg-gas meter (further
"gas meter"), made on new TLg-technology under the technical
documentation and contains the description of his device, principle
of action, characteristics and items of information necessary for
correct operation and service.
1. Purpose
1. The gas meter is
intended for the account of consumption of quantity of natural gas,
steam phases propane, butane, their mixes and other not aggressive
gases in systems of gas supply.
Feature of the counter is the opportunity of the account of quantity
of substance past through gas meter in units of volume or mass flow
units, irrespective of change of temperature and pressure of gas
and envi-ronment. For job TLg-gas meter it is not required additional
mechanical or electronic proof-readers of indications.
2. Key parameters on an example of
the TLg-gas meter for domestic purpose.
1. Typical gas for
gas measurement is natural gas.
2. Temperature of air and gas flow - from – 500C to + 500C.
3. Working pressure gas flow - no more 100 kPa
4. Relative humidity of air up to 80 % at temperature 250 C.
5. Absence of restrictions under the daily charge of gas.
6. Are established in a horizontal site of the pipeline.
7. The occurrence of a static electricity is excluded.
8. The influence of external magnetic fields on parameters of accuracy
is excluded.
9. Keep complete serviceability at occurrence of pneumoimpacts in
a gas network.
10. The installation of additional filters for clearing acting gas
is not required.
11. The gas meter is steady against influence of vibration from
5 - 25 Hz with amplitude 0,1 mm.
12. The design is tight to influence of a dust, water etc.
13. The sites and details of the counter do not contain substances
and materials unhealthy.
14. The counters in packing for transportation maintain:
- transport jolting with acceleration 3g at frequency of impacts
from 80 up to 120 one minute;
- temperature from a minus 50 C up to plus 50 C;
- relative humidity 95 % at temperature 35 C.

4. Device and features
of a design.
The important distinctive advantages in comparison.
4.1. The
gas meter represents tachometric the device, in which there are
no sites and details of friction (bearings, support, wheel, cams
etc.). Instead of them use unique properties gasodinamics, al-lowing
completely excluding extraneous influences (except for the gas)
on rotation of a unique mobile element. The mobile element located
in a flowing part of the counter, has the special forms providing
a raising (soaring or levitation without contact to the case) of
a mobile element with a flow of gas. The principle of action of
the counter is based on measurement of number of revolutions of
a mobile element rotating under action of proceeding gas.
4.2. The high enough speed of rotation of a mobile element and ability
on reading of his number of revolutions by the electronic accounting
device (EAD), allows to ensure high accuracy of measurement of quantity
of past substance in a wide range. EAD provides processing the received
information on the special built - in algorithm and indication of
measurement on the screen. EAD is isolated from gas flow and can
be demountable.
4.3. Power EAD is carried out from lithium of the battery located
in a separate compartment.
4.4. The modifications EAD and gas meter have the screen on matrix
light-diodes or the liquid crystal screen, and also system of reading
for smart-card for an advance payment for gas, valve for inter-ruption
of receipt of gas at failures or end of payment and connector for
transfer of the information. EAD can have the button for switching
modes of operations (m3 \ liters).
4.5. The new TLg-technology has allowed to decide in a uniform work
cycle the following known problems for other counters of gas.
1.
Opportunity of measurement of the mass flow of gas,
in one compact device. It
enables to make payments for the mass flow rate of gas, instead
of for his volume. Reduction of the charges on 12-18 of %. In the
countries of CIS -25-30 %. The necessity for expensive additional
devices and tables of recalculation, converters, proof-readers,
control of parameters of gas, staff of the engineering workers,
service etc. is excluded

Self-thermo- compensation of a mobile element on
changes of properties
of taking place gas (at changes of temperature both pressure of
gas and local climate). Use effect gasodinamics at work of a mobile
element allows to measure quantity of past gas at any time of year
(winter and summer), in any geographical place (irrespective of
pressure - height). Temperature does not influence the indications
TLg-gas meter. In comparison, in cold time the volumetric gamesters
underestimate the indications owing to reduction of volume under
the laws of physics. Losses of gas services in cold time is estimated
in the very large fig-ures, and are written off as technical losses
(because of imperfection of a method of measurement).
3. Wide and stable on an error a
range of measurement Qmax\Qmin
= 200:1.
It allows in one type and dimensions
TLg-gas meter to combine opportunities 3-4 types’ volume gas
me-ters or several Coriolis meters etc. For comparison of analogues
of one class: a range best volumetric =100:1; Coriolis meters =10:1;
rotary = 20:1. If in TLg-gas meter to reduce a range of measurement,
as well as in Coriolis meter, the achievable error of measurement
will be 0, 003 %. (I.e. on three orders is exacter). The firms the
manufacturers go is compelled on artificial increase of a number
of standard sizes of gas meters, as it is not possible to supply
a required error in a wide range.
4. Complete elimination of sites of friction.
It has allowed to reduce quantity of details up to min (6 pieces
without EAD) and to ensure high stability and repeatability of parameters,
stability to vibrations and impacts and practically unlimited resource
of work. The occurrence of a static electricity is excluded, that
excludes explosion hazard. For comparison, in volumetric gas meters
quantity of precision details and sites from 80 up to 200 pieces
plus different gauges.
5. The dimensions of counters three times and weight
twice are less in comparison with any types
of traditional gas meters of a volumetric type.
6. Simplicity in operation and service.
At clearing of pollution the dismantle from a network
and disassembly of the gas meter is not required. At periodic verify
is arranged only EAD without re-placement of details and dismantle
on a place at the consumer with the help portable reference TLg-gas
meter (see 8).
In comparison, volumetric (membranes and other) gas meters periodically
are subject to dismantle, in-fringement of tightness and complete
disassembly of the case, replacement or greasing of all parts of
fric-tion, replacement of a membrane, replacement or clearing of
the accounting mechanism. Then in the re-turn order a complete cycle
of checks on the special equipment, adjustment and editing of the
counter on a former place.
7. Stability of work at external influences, handicaps
and pollution.
EAD TLg-gas meter is separated from gas flow by a
tight cover. TLg-gas meter are steady against pneu-moimpacts in
a gas network, to external impacts and vibrations. There are no
restrictions under the daily charge entered only for volumetric
gas meter. The design of internal area of the counter is those,
that the large mechanical impurity in a flow of gas lingers over
by the case and accumulate in a demountable bottom cover. The fine
mechanical particles sprayed in a flow of gas, as well as oil suspensions
do not influence a mobile element (make a start) and in the counter
do not linger over. In the special cases at presence in gas of especially
viscous oil (flying) suspensions, forming of a film in an internal
cavity of the case, the tuning only EAD TLg-gas meter on a place
at the consumer (see item 8.2) is stipulated.
In comparison, practically at all gas meters of a detail and the
sites work in gas flow of taking place gas with all his mechanical
impurity and oil inclusions by suspensions influencing work of mechanisms.
The thin membranes of household, volumetric gas meters, first perceiving
a flow of gas, are torn from pneu-moimpacts or lose integrity (transform
in sieve) from impacts of large and fine mechanical impurity (sand,
a rust etc.) and pass gas, deforming the indications, and also fill
in backlashes in working exact connections. The oil inclusions are
besieged on details and membrane, which loses the elasticity and
de-forms measurements. The details of friction and accounting mechanism
after some time "acquire" impu-rity and work not in a
mode, is especial on the small flowrate that is audible on sounds
from the gas me-ter. A bit later (in the countries of CIS 1 -2 year,
in the countries of Europe 3-5 years) are required check of the
counter, his clearing, washing or replacement (see item 6). Under
the working specifications, the gas should be pure, and gas meters
to work 8-10 years without check and Verify. But the realities are
those, that between the suppliers of gas and manufacturers of counters
there is an irreconcilable struggle as to execute the normative
requirements the enormous expenses of both parties are necessary.
But, un-fortunately, impurity remains and will be always.
The impurity in gas and not stability of his flow and parameters
are main troubles and for ultrasonic gas meters, which for these
reasons do not receive a wide circulation and have the high price.
Practically in-superable problems in these gas meters:
- The observation of change of speed of ultrasound in gas flow,
at which changes density, structure and kinds of impurity;
- Parasitic acoustic signals formed in a flow of gas in the pipeline;
- Discrepancy of graduation of counters on air (factor of speeds
of a flow) and in gas flow;
The influence of impurity is especially critical and for Carioles
gas meters, similar to a problem ultra-sonic, adjusted for the initial
intense status U-figurative vibrating tubes, transmitting fluctuation
on gauges. These reasons do not allow expanding a range of measurement
of these counters and it is neces-sary to increase a number (line)
and types of such gas meters. The same reasons do not allow to create
Coriolis gas meters for the small flowrate in houses.
Besides, Coriolis gas meters are especially critical to stability
and quality of power for work of gauges and electronics, measuring
vibration of tubes. This weakest place of counters and not decided
problem similar to impurity in gas.
8. Opportunity of scaling
and reproduction (repeatability) of TLg-technology.
It has allowed to create on same, uniform, technology:
8.1. Simple, compact, reliable and cheap industrial
counters of gas for the large charges with high accuracy of measurement
of weight of gas, with a practically unlimited resource and wide
range of measure-ment. The created TLg-industrial counter G100 replaces
4 classes existing, volumetric gas meters (G35-G45-G65-G100).
In comparison the existing volumetric industrial gas meters are
complex devices from 500-1000 kg in weight, dimensions from 0,8
m, and, unfortunately, of low reliability. Cost them is great. Now
is a prob-lem of gas service because of the accelerated processes
of the raised deterioration and failure of details in the gas meters
(see item 7). Also there is necessity of the account of high-calorie
fractions of gas (heavier and expensive, which volumetric gas meters
can not measure, basically.
8.2. Simple compact, portable and cheap exemplary
(reference) counters of gas for other manufacturers of counters,
bodies or centers of certification, gas service consumers. TLg-
technology has al-lowed to create the exemplary (standard) household
gas meter by nothing distinguished from commercial household, but
with an error ± 0, 3 %. The certified centers, the gas service
receive the portable reference (standard) gas meter (in suitcase),
with which it is possible periodically to visit the consumer and
on a place to make comparative verify, if necessary tuning EAD established
TLg-gas meter without dismantle and other labor-consuming works
(see items 6-7). The manufacturers of counters receive compact verify
and certified equipment with high accuracy.
In comparison the existing exemplary (reference) gas meters are
unique devices, as under the require-ments the exemplary counter
should have an error in 3 times smaller, than checked. It is reached
by other technology and high expenses (cost of exemplary gas meters
from $150'000 up to $500'000) and unique, but bulky designs, which
in the world can make only some firms. Besides, the exemplary (reference)
gas meters are isolated from any external influences (fluctuations)
influencing accuracy (are established in cellars or special rooms).
The absence of simple and cheap exemplary gas meters forces firms
to make their replacement as mechanical stands, and the service
services are compelled periodically to dismantle gas meters at the
consumers and to carry them on check - adjustment to places of a
presence(finding) of exemplary counters and then back to establish.
5. Installation, operation
and maintenance service
5.1.
Before installation of the gas meter are checked presence of seals
and brand.
5.2. Before installation of the gas meter in the pipeline in a compartment
EAD establish the bat-tery with observance of polarity. Make check
of power by pressing the button or occurrence of indication on the
screen (depending on updating EAD). After check of functioning EAD
the compartment with the battery is closed by a cover and is sealed
up.
5.3. The gas meter establish only on a horizontal site of the pipeline
so that EAD was above and the direction of an arrow on the case
corresponded to a direction of movement of gas in the pipeline.
Be-fore installation of the gas meter protective caps, remove and
carving the ends of unions tightly incorpo-rate to the pipeline
standard muff.
5.4. At editing the gas meter it is necessary to maintain the standard
national or international re-quirements to editing gas meters of
gas and quality of carving connections.
5.5. The normal work of the gas meter is provided with correct installation
it in the pipeline, and previous performance of the requirements
of a storage and transportation. The gas meter can be used for continuous
measurement of quantity of past gas on the flow rate not exceeding
Q max.
5.6. The design of the gas meter is those, that at installation
it in the pipeline the application and installation of additional
filters on clearing gas is not required.
EAD TLg-gas meter is separated from a taking place flow of gas by
a tight cover and the elec-tronic components are not exposed to
influence of gas flow.
The large mechanical impurity which are taking place in a flow of
gas have no influence on a mobile element, linger over by the case
(filter of rough clearing) and accumulate in a demountable bottom
cover of the case.
The fine mechanical particles (dust) and suspensions (condensate)
sprayed in a flow of gas are eliminated gasodinamics by the filter
of thin clearing with high efficiency and also do not influence
a mo-bile element and in the gas meter do not linger over. The filter
works simultaneously with a mobile ele-ment and there are no separate
driven parts and drives.
5.7. At clearing the counter of pollution his dismantle from a network
and complete disassembly of the gas meter is not required. Enough
to remove the bottom cover, to remove the collected mechanical inclusions,
dust, a dirty etc., and to return a cover on a place.
5.8. That in the gas meter there are no sites and details of friction,
and the influence of a flow of gas and his impurity on the accounting
mechanism and mobile element excluded, maintenance service of the
counter practically it is not required. In the special cases, at
presence in gas of especially viscous oil (flying) impurity, besieged
by the film in an internal cavity of the case, stipulates tuning
EAD of the counter on a place at the consumer at periodic verify.
In case of performance by gas services of the normative requirements
on quality of submitted gas, maintenance service it is not required.
6.
Methods and means verify.
6.1.
The gas meter are subject verify (primary) after manufacturing and
during operation (periodic) with an interval according to the requirements
of the national or international standards accepted in each country.
(through everyone 2-8 years or other)
6.2. The gas meter is calibrated according to the developed “Verification
Instruction”.
6.3. At realization verify the typical standard operations are carried
out:
- external survey; - check of tightness; - definition metrological
of the characteristics.
6.4. At realization verify are applied the following equipment:
- equipment for verify of gas meter with productivity by air up
to 4 m3\h and error ± 0,3 %;
- manometer of a class of accuracy is not lower 1,5.
6.5. For realization of all cycle of works - tests, adjustment and
verify for TLg-gas meters is developed and the special installation
is made. The basic area of application of installations test and
verify-ing of laboratory for TLg-gas meters and other household
gas meters with the charge from 0,03 up to 4 m3\h.
The principle of action of installations is based on measurement
of the same quantity of air, which is tak-ing place through the
examinees and reference gas meter. The reference gas meter is used
for definition of the valid values of volume of air, past through
verifying counters. The error of the indications verifying of counters
is determined by a method of direct checking of the indications
of the reference gas meter and
verifying of gas meters.
The installations are mounted on special tables and consist of the
following basic elements: the reference of gas meter, rotameters,
thermometer, manometer, micro manometer, pressure-blowing device,
pipelines, locking and regulating fixture, tightening adaptations
for editing of gas meter.

The number simultaneously verifying of counters can be increased
in view of factor of an installation site verify of the gas meter.
Installation passes verify on the reference equipment from bell-type
provers (or other equipment) error no more ± 0,1 %.
6.6. As the reference gas meter is used individually graduated TLg-gas
meter by an error ± 0,3 %.
6.7. The presence programmed EAD allows to apply computer adjustment
of a curve error every-one made or verify TLG-gas meter. Such opportunity
much more increases quality and productivity of adjustment of each
gas meter. During adjustment and verify TLg-gas meters it is not
required of any ad-ditional or replaceable parts, greasing, selection
of mechanical elements etc.
6.8. Reference TLg- gas meter distinguished only by raised accuracy
of adjustment, allows to use to his service services for realization
periodic verifies before established at the consumers TLg-gas me-ters.
If necessary, the tuning EAD in the gas meter of the consumer is
made. The dismantle and disassem-bly of the gas meter is not required.
The equipment for this process can be placed in special portable
suit-case or bag together with notebook.
6.9. For realization verify and the adjustments TLg-gas meters are
quite suitable others either available verifying of installation
or equipment, if they do not concede on the parameters of accuracy
specified in item 6.5. In this case it is necessary to apply the
appropriate instructions and additional board of the operator to
realization of works on the other equipment.
7.
Tests and certification.
7.1.
For confirmation of all mentioned above parameters of the gas meter
and its properties the necessary tests, both at the test centers,
and in real conditions of operation were carried out. The tests
passed in the different countries of CIS with participation of the
experts of gas services and experts of bodies of certification.

The
tests included separate tests TLg-gas meter and comparative tests
with volume gas meters of different known firms (Italian, French,
Chinese, German, Korean etc.)
Large volume of the carried out tests and researches have confirmed
an opportunity:
- measurement of the mass flowrate of taking place gas;
- for work of the gas meter it is not required to compensation of
temperature and pressure.
In the below given circuit of tests and table of results these advantages
are shown.

The indications of the gas meter

7.2.
In Kyrgyzstan and other countries of CIS samples TLG-gas meters
are established to the consumers in real conditions of operation
for accounts for gas and are successfully used from 2-4 years.
7.3. In connection with that the tests were carried out only in
the countries of CIS, we is ready to present of a sample TLg-gas
meters for realization of certification at the presence of the experts
as at the interna-tional centers (NMi, CEESI etc.), and on the equipment
of the firms - manufacturers of gas counters hav-ing the appropriate
accreditation.
8.
Opportunity of duplicating and scaling
8.1.
There are complete sets, complete and necessary for reproduction,
of the engineering specifications (design and technological) household
TLg-gas meter of gas.
8.2. Under the given documentation samples TLg-gas meters for realization
of all kinds of tests, and also party(set) in 2000 pieces TLg-gas
meters for check of reproduction under the given documenta-tion
in conditions of serial manufacture were made. The various details
(their small quantity) and EAD were produced under the documentation
at the different enterprises for the separate contracts, and the
fi-nal assembly, adjustment and verify was made by the experts with
use verifying of installation till item 6.5 and use "know-how".
The given method has allowed to confirm quality of the documentation
both opportunity of duplicating of details and sites under the design
documentation and in case of necessity to use this circuit in the
further reproduction in cooperation.
8.3. The principles incorporated in TLg- technology allow to scale
a design of gas meters of various purposes. As is stated above,
this opportunity is confirmed by manufacturing of the portable ref-erence
counter of gas in the same sizes, as well as household TLg-gas meter.
Projected now industrial gas meter TLg-100, also confirms ample
opportunities TLg- technology.
The opportunities of scaling allow to receive new unique opportunities
of various measuring devices, in
which completely there are no sites and details of friction.
